About this Qualification ?
This Level 4 award demonstrates that a learner is technically competent to manage non-hazardous waste landfill facilities in England, Wales and Northern Ireland.

The qualification covers both general non-hazardous landfill operations and single-stream waste landfill sites, depending on the chosen pathway (HROC2a or HROC2b).

How Is the Qualification Delivered?
The award is assessed on site in the workplace, allowing learners to gather evidence naturally through day-to-day responsibilities.
Assessment is completed through a portfolio of evidence, supported by a QSP Training assessor.
This flexible, work-based approach ensures minimal disruption while demonstrating real competence in the operational environment.
What Does the Qualification Cover?
Learners must complete:
11 mandatory units, plus
1 optional unit, tailored to their site and job role
Key topics include:
Health and safety in waste and resource management
Environmental impact management
Leadership and team management
Waste movement, sorting and storage
Improving waste operations
Engineering operations and maintenance
Procedural compliance
Emergency planning and response
Managing the reception of non-hazardous waste
Managing disposal operations to land
Preparing sites for aftercare and restoration
Optional Units i.e.
Restore and prepare landfill sites for aftercare
Developing restoration and aftercare schemes for non-hazardous landfill sites
Prepare landfill sites for the acceptance of non-hazardous waste
These units ensure the learner can competently manage all operational, environmental and compliance aspects of hazardous landfill activities.
Entry Requirements
This qualification is open entry. This means that learners interested in undertaking the CIWM (WAMITAB) Level 4 High Risk Operator Competence for Managing Non-Hazardous Open Landfill do not require any other qualifications or levels of attainment. However, learners will need to be employed in a suitable position, or have access to the working environment, as the qualification is assessed ‘on the job’.

What Happens After Completion?
After achieving the qualification, all TCMs must complete a Continuing Competence assessment every two years to maintain their status and demonstrate up-to-date knowledge.
