This qualification ensures compliance with environmental permitting requirements in England, Wales and Northern Ireland, and provides recognised proof of competence for a wide range of non-hazardous and selected hazardous waste treatment activities.

About this Qualification

This Level 4 award demonstrates that learners have the knowledge and skills required to manage permitted waste facilities safely and effectively under the:

Environmental Permitting (England & Wales) Regulations

Waste Management Licensing (Amendment) Regulations (Northern Ireland) 2015

It applies to physical treatment activities including:

WEEE ATF – physical treatment

Treatment of asphalt waste containing coal tar

Recovery of refrigerants

End-of-Life Vehicle (ELV) depollution, storage and dismantling

Importantly, MROC2 also covers the physical treatment of certain reclassified hazardous wastes in England, including:

Hazardous cables

Hazardous metal shredder residue

Hazardous waste wood

Who is it for?

This qualification is ideal for:

Technically Competent Managers (TCMs)

Site managers and supervisors

Operational consultants in waste and resource management

It is suitable for individuals working under Standard Rules permits such as:

SR2008No20, SR2015No13, SR2011No3, SR2015No17, SR2012No14, SR2015No18, SR2008No23, SR2015No3, SR2015No15, SR2021No12 and SR2017No2 (Wales only).

How Is the Qualification Delivered?

Assessment is completed entirely in the workplace through a portfolio of evidence, allowing candidates to demonstrate competence through real operational activity.

There are no formal entry requirements, but learners must be employed in a suitable role or have access to a working waste environment.

What Does the Qualification Cover?

To complete the Level 4 Medium Risk Operator Competence for Physical Treatment, learners must achieve six mandatory units:

OCS01 – Maintain health and safety in the waste and resource management industry

OCS02 – Manage the environmental impact of work activities

OCS05 – Manage the movement, sorting and storage of waste

OCS11 – Manage the reception of hazardous waste

OCS19 – Manage transfer and disposal from hazardous waste treatment and recovery operations

OCS27 – Manage site operations for the treatment of hazardous waste

These units ensure the learner can demonstrate robust operational control, safety compliance and environmental responsibility across physical treatment activities.

This qualification is ideal for individuals working in or progressing toward roles such as:

Waste treatment site manager

ELV facility manager

WEEE treatment site supervisor

Refrigerant recovery operations manager

Technical consultant in waste operations

What Happens After Completion?

To remain recognised as a Technically Competent Manager (TCM), learners must pass the Continuing Competence test every two years, ensuring that knowledge and skills remain up to date.

Candidates may also progress into further CIWM qualifications or membership for professional development.
