About this Qualification

This qualification forms part of the CIWM Operator Competence Scheme and demonstrates that the learner can competently manage closed-vessel composting processes, ensuring operations meet all relevant requirements under:

England and Wales under the Environmental Permitting Regulations

Northern Ireland under the Waste Management Licensing (Amendment) Regulations 2015

It applies specifically to biological in-vessel composting of non-hazardous waste, including controlled reception, containment, treatment and compliant disposal.

This Level 4 Medium Risk award is suitable for:

Technically Competent Managers (TCMs)

Site managers and supervisors

Waste and resource management consultants

It covers Standard Rules sites operating under SR2021 No3, SR2021 No4 and SR2021 No5

How Is the Qualification Delivered?

This award is assessed in the workplace, through a portfolio of evidence built from real operational activity.
This practical approach ensures minimal disruption to daily operations while enabling candidates to demonstrate competence in real site conditions.

What Does the Qualification Cover?

To complete this Level 4 Medium Risk qualification, learners must achieve six mandatory units:

OCS01 – Maintain health and safety in the waste and resource management industry

OCS02 – Manage the environmental impact of work activities

OCS05 – Manage the movement, sorting and storage of waste

OCS12 – Manage the reception of non-hazardous waste

OCS31 – Manage site operations for in-vessel composting of non-hazardous waste

OCS62 – Manage transfer and disposal from in-vessel composting operations

These units ensure full competence across health and safety, environmental management, waste handling, biological treatment processes and compliant end-of-process disposal.

Entry Requirements

This is an open-entry qualification, meaning no previous qualifications are required.
However, learners must:

Be employed in a suitable operational role, or

Have access to a real composting environment for workplace assessment

Career Opportunities

This qualification is suitable for individuals managing or supervising:

Closed-vessel composting facilities

Biological treatment processes

Non-hazardous waste treatment activities requiring formal competence

It is recognised as the competence standard for Medium Risk composting operations within the UK waste management sector.

What Happens After Completion?

To continue acting as the Technically Competent Manager (TCM), candidates must complete the Continuing Competence test every two years. (Northern Ireland requirements may differ.)

Learners may also progress to CIWM membership for additional industry support and development.
