About this Qualification

This qualification forms part of the CIWM Operator Competence Scheme and demonstrates that learners can competently manage permitted waste facilities operating under:

England and Wales, under the Environmental Permitting Regulations

Northern Ireland, under the Waste Management Licensing (Amendment) Regulations 2015

It applies specifically to Mechanical Biological Treatment (MBT) operations.

How Is the Qualification Delivered?

Assessment is completed entirely in the workplace, using a structured portfolio of evidence.
Learners demonstrate competence through real operational activity—ensuring assessment reflects genuine MBT site practices.

What Does the Qualification Cover?

Learners must complete six mandatory units, covering operational, safety and compliance requirements:

OCS01 – Maintain health and safety in the waste and resource management industry

OCS02 – Manage the environmental impact of work activities

OCS05 – Manage the movement, sorting and storage of waste

OCS12: Manage the reception of non-hazardous waste

OCS29: Manage site operations for the biological treatment of non-hazardous waste

OCS60: Manage transfer and disposal from biological treatment operations

These core units ensure full operational capability across MBT processes including intake, sorting, biological treatment and compliant disposal of outputs.

Entry Requirements

This is an open-entry qualification, meaning no previous awards or experience are required.
Learners must simply:

Be employed in a suitable operational role, or

Have access to a working MBT environment

Because assessment is workplace-based, site access is essential.

Mechanical Biological Treatment facility manager

What Happens After Completion?

Learners acting as the recognised TCM must take the Continuing Competence test every two years to demonstrate up-to-date knowledge.
