This qualification forms part of the CIWM Operator Competence Scheme and demonstrates that the learner can competently manage permitted facilities operating under:

England and Wales, under the Environmental Permitting Regulations

Northern Ireland, under the Waste Management Licensing (Amendment) Regulations 2015

It applies specifically to sites dealing with:

Non-Hazardous Clinical Waste Treatment Facilities

Who is it for?

This Medium Risk Level 4 qualification is suitable for:

Technically Competent Managers (TCMs)

Clinical waste facility managers

Site supervisors and team leaders

There is no Standard Rules Permit associated with this activity.

How Is the Qualification Delivered?

Assessment is completed on the job, through a portfolio of workplace evidence.
This allows learners to demonstrate competence through genuine site operations with minimal disruption.

What Does the Qualification Cover?

Learners must complete six mandatory units, which cover the full scope of non-hazardous clinical waste treatment operations:

OCS01 – Maintain health and safety in the waste and resource management industry

OCS02 – Manage the environmental impact of work activities

OCS05 – Manage the movement, sorting and storage of waste

OCS12 – Manage the reception of non-hazardous waste

OCS53 – Manage operations at a non-hazardous clinical waste thermal treatment facility

OCS59 – Manage transfer and disposal from non-hazardous clinical waste thermal treatment operations

These units equip learners with the operational, technical and compliance knowledge needed for the safe and legal management of clinical waste processes.

Entry Requirements

This is an open-entry qualification, meaning no prior learning is required.
Learners must simply:

Be employed in a suitable operational role, or

Have access to an active site for gathering workplace evidence

Because assessment is workplace-based, site access is essential.

This qualification supports roles such as:

Non-hazardous clinical waste TCM

It is suited to both new and experienced managers responsible for achieving compliance across England, Wales and Northern Ireland.

What Happens After Completion?

Learners acting as the recognised TCM must take the Continuing Competence test every two years to demonstrate up-to-date knowledge.
