About this Qualification
The LROC3 qualification is part of the CIWM Operator Competence Scheme and ensures compliance with
England and Wales, under the Environmental Permitting Regulations
Northern Ireland, under the Waste Management Licensing (Amendment) Regulations 2015
Achievement demonstrates competence to manage permitted waste facilities handling inert physical treatment.

Technically Competent Managers (TCMs)
Waste and resource management consultants
Site managers and supervisors
Staff responsible for treatment of inert waste
Associated Standard Rules permit: SR2008No11 / SR2009No6 (Wales only).
How Is the Qualification Delivered?
Assessment is conducted on the job, through a structured portfolio of evidence.
Learners demonstrate competence based on real workplace activity, ensuring minimal disruption while maintaining regulatory accuracy.
What Does the Qualification Cover?
LROC4 consists of four mandatory units
OCS01 – Maintain health and safety in the waste and resource management industry
OCS02 – Manage the environmental impact of work activities
OCS06 – Control work activities on a waste management facility
OCS21 – Manage transfer and disposal from inert waste treatment and recovery operations
These units develop core competence in safe operations, environmental protection, and treatment of inert waste materials.
Entry Requirements
This is an open-entry qualification, meaning no previous awards or experience are required.
Learners must simply:
Be employed in a suitable operational role, or
Have access to an appropriate workplace environment
Because assessment is workplace-based, site access is essential.

Learners acting as the recognised TCM must take the Continuing Competence test every two years to demonstrate up-to-date knowledge.
