CIWM (WAMITAB) Level 4 High Risk Operator Competence – Managing Physical and Chemical Treatment of Hazardous Waste (HROC6)

QSP Training delivers the CIWM (WAMITAB) Level 4 High Risk Operator Competence for Managing Physical and Chemical Treatment of Hazardous Waste, designed for professionals responsible for operations such as hazardous waste treatment, solvent recovery and hazardous waste disposal (excluding incineration or landfill). This High Risk qualification forms part of the CIWM Operator Competence Scheme and ensures waste site managers have the technical knowledge and proven competence to operate in line with environmental permitting regulations.

Wamitab qualifications codes are HROC6 and the New Ofqual number is 601/8502/8

About this Qualification ?

This Level 4 award demonstrates a learner’s competence to manage permitted hazardous waste treatment facilities across England, Wales and Northern Ireland. It ensures compliance with:

Environmental Permitting Regulations (England & Wales) 2007

Waste Management Licensing (Amendment) Regulations (Northern Ireland) 2015

The qualification covers operations involving:

Hazardous waste treatment

Recovery of hazardous waste

Recovery of oil and organic solvents

Hazardous waste disposal (excluding incineration or landfill)

It applies to sites regulated under Standard Rules SR2008No7, SR2008No8, SR2015No10, and SR2015No11 (Wales only).

This qualification is ideal for:

Technically Competent Managers (TCMs)

Site managers and supervisors working in hazardous waste treatment

Consultants supporting hazardous waste facilities

It suits both new and experienced individuals who must evidence competence at High Risk level within hazardous waste physical and chemical treatment operations.

How Is the Qualification Delivered?

Assessment is completed on the job through a portfolio of evidence gathered within the learner’s workplace.

This allows candidates to demonstrate real operational competence through day-to-day tasks while receiving full support from a QSP Training assessor.

What Does the Qualification Cover?

Learners must complete twelve mandatory units, which cover all core operational, environmental and compliance responsibilities associated with hazardous waste treatment.

Core Competence Units 

Maintain health and safety in waste management (OCS01)

Manage environmental impact of work activities (OCS02)

Manage movement, sorting and storage of waste (OCS05)

Control work activities on a waste facility (OCS06)

Identify and implement improvements to waste operations (OCS07)

Control engineering and maintenance operations (OCS08)

Procedural compliance (OCS09)

Emergency planning and response (OCS10)

Manage reception of hazardous waste (OCS11)

Specialist Hazardous Treatment Units

Manage transfer and disposal from hazardous waste treatment and recovery operations (OCS19)

Manage site operations for hazardous waste treatment (OCS27)

Manage regulatory inspections at your site (OCS65)

Entry Requirements

This qualification is open entry, meaning no previous qualifications are required.
However, learners must:

Be employed in a suitable operational role, or

Have access to a hazardous waste treatment facility, as assessment is workplace-based

Career Opportunities

This qualification supports roles such as:

Hazardous waste treatment manager

Solvent/oil recovery operations manager

Hazardous waste compliance manager

TCM (Technically Competent Manager)

It provides nationally recognised proof of competence across high-risk hazardous waste operations.

What Happens After Completion?

To maintain TCM status, candidates must complete the Continuing Competence test every two years, demonstrating their knowledge remains current.

Learners may also progress to CIWM membership, gaining access to industry resources, professional development and career advancement opportunities.
