CIWM (WAMITAB) Level 4 High Risk Operator Competence – Managing Transfer of Hazardous Waste (HROC4)

QSP Training delivers the CIWM (WAMITAB) Level 4 High Risk Operator Competence for Managing Transfer of Hazardous Waste, a specialist qualification designed for professionals responsible for hazardous waste transfer operations, including hazardous clinical waste. This award forms part of the CIWM Operator Competence Scheme and ensures managers can operate high-risk waste facilities safely, efficiently and in full compliance with environmental regulations.

Wamitab qualifications codes are HROC4 and the New Ofqual number is 601/8504/1

About this Qualification ?

This Level 4 qualification demonstrates that the learner is technically competent to manage permitted hazardous waste transfer sites in England, Wales and Northern Ireland. It ensures compliance with:

Environmental Permitting Regulations (England & Wales) 2007

Waste Management Licensing (Amendment) Regulations (Northern Ireland) 2015

It applies to operations including:

Hazardous waste treatment

Hazardous clinical waste transfer

It also covers the following Standard Rules permits, as shown on page 1:

SR2008 No5, SR2008 No6, SR2008 No9

SR2015 No8, SR2015 No9

SR2008No24 (Wales)

SR2008No9, SR2008No24, SR2022 No4 (with asbestos storage), SR2022 No5 (with asbestos storage)

Who is it for?

This qualification is ideal for:

Technically Competent Managers (TCMs)

Site managers and supervisors

Consultants supporting hazardous waste operations

It suits both new and experienced individuals who must demonstrate technical competence for hazardous or clinical waste transfer activities.

How Is the Qualification Delivered?

The qualification is assessed on site through a portfolio of evidence generated during normal workplace activity.

This ensures practical, real-world demonstration of competence with full assessor support from QSP Training.

What Does the Qualification Cover?

Learners must complete twelve mandatory units, covering core operational and compliance responsibilities such as:

Core Competence Units 

Health and safety in waste management

Managing environmental impact

Organising transportation of loads on site

Managing waste movement, sorting and storage

Improving waste operations

Controlling engineering/maintenance activities

Procedural compliance

Emergency response

Managing reception of hazardous waste

Managing regulatory inspection visits

Optional Pathway Units

Learners choose one of the following (both Level 5):

OCS22 – Managing transfer and disposal from hazardous waste transfer & recovery operations

OCS23 – Managing transfer and disposal from hazardous clinical waste transfer & recovery operations

These options allow the qualification to be tailored to general hazardous waste or hazardous clinical waste transfer activities.

Entry Requirements

This qualification is open entry, meaning no previous qualifications are required.
However, learners must:

Be employed in a suitable operational role, or

Have access to a hazardous waste transfer environment

Workplace access is essential as the award is assessed through real job activity.

This qualification supports roles such as:

Hazardous waste transfer site manager

Clinical waste transfer operations manager

TCM (Technically Competent Manager) for hazardous waste transfer

Waste compliance and operational leadership roles

It is widely recognised across the waste management sector as the required competence standard for hazardous transfer operations.

What Happens After Completion?

To remain a TCM, candidates must pass a Continuing Competence assessment every two years, demonstrating up-to-date knowledge.
(Northern Ireland may have different arrangements.)

Learners may also progress to CIWM membership, gaining access to technical resources, CPD, and industry support.
