About this Qualification

This qualification forms part of the CIWM Operator Competence Scheme and ensures compliance with:

England and Wales, under the Environmental Permitting Regulations

Northern Ireland, under the Waste Management Licensing (Amendment) Regulations 2015

It applies to facilities undertaking:

Mobile plant treatment of non-hazardous waste to produce soil, soil substitutes or aggregate

Fixed plant treatment of non-hazardous waste to produce soil, soil substitutes or aggregate

Standard Rules permits associated with this qualification include:

  • SR2010No11 and SR2010No12 (Wales only)

  • SR2022No1 and SR2022No2 (England only)

LROC2 is suitable for:

Technically Competent Managers (TCMs)

Waste and environmental consultants

Site managers and supervisors

Professionals responsible for soil production or non-hazardous waste treatment operations

This qualification is suitable for both new and experienced individuals needing to demonstrate competence for permitted operations across England, Wales and Northern Ireland.

How Is the Qualification Delivered?

Assessment is conducted in the workplace through a structured portfolio of evidence, allowing learners to demonstrate their competence through real-world operational practices.

What Does the Qualification Cover?

To complete LROC2, learners must achieve four mandatory units:

OCS01 – Maintain health and safety in the waste and resource management industry

OCS02 – Manage the environmental impact of work activities

OCS20 – Manage transfer and disposal from non-hazardous waste treatment and recovery operations

OCS28 – Manage site operations for the treatment of non-hazardous waste

These units develop skills in site safety, environmental management, waste handling and treatment operations, ensuring full regulatory compliance.

Entry Requirements

This is an open-entry qualification, meaning no previous awards or experience are required.
Learners must simply:

Be employed in a suitable operational role, or

Have access to an appropriate workplace environment

Because assessment is workplace-based, site access is essential.

Career Opportunities

LROC2 supports progression into roles such as:

Waste treatment supervisor or manager

Soil production facility operator

Environmental compliance coordinator

Technically Competent Manager (TCM)

This qualification is designed for individuals who need to demonstrate their competence, knowledge and skills to ensure their sites operate safely and in compliance with relevant legislation.

Progression opportunities include:

CIWM Level 4 Certificate in Waste and Resource Management

CIWM Level 4 Medium Risk Operator Competence (e.g., MROC1)

CIWM Level 4 High Risk qualifications (e.g., HROC6)

What Happens After Completion?

Learners acting as the recognised TCM must take the Continuing Competence test every two years to demonstrate up-to-date knowledge.
(Northern Ireland requirements may vary.)


Many learners also progress to CIWM membership, gaining access to CPD resources, industry insights and professional recognition.
