About this Qualification

This qualification is part of the CIWM Operator Competence Scheme and demonstrates that learners can competently manage permitted facilities in:

England and Wales, under the Environmental Permitting Regulations

Northern Ireland, under the Waste Management Licensing (Amendment) Regulations 2015

It applies specifically to sites dealing with:

Contaminated land remediation operations

Who is it for?

This qualification is ideal for:

Technically Competent Managers (TCMs)

Consultants working in land remediation or waste management

Site managers and supervisors

It is also relevant for sites operating under Standard Rules Permit SR2008No27

How Is the Qualification Delivered?

Assessment takes place in the workplace, using a portfolio of evidence built around real operational duties.
This ensures the qualification reflects genuine site activity while keeping disruption to a minimum.

What Does the Qualification Cover?

To complete this qualification, learners must achieve six mandatory units:

OCS01 – Maintain health and safety in the waste and resource management industry

OCS02 – Manage the environmental impact of work activities

OCS05 – Manage the movement, sorting and storage of waste

OCS06 – Control work activities on a waste management facility

OCS49 – Manage site operations for the remediation of contaminated land

OCS50 – Manage the transfer of outputs and disposal of residues from contaminated land remediation

These units ensure full operational competence from health and safety through to specialist remediation processes and compliant disposal of residues.

Entry Requirements

This is an open-entry qualification, meaning no prior learning is required.
Learners must simply:

Be employed in a suitable operational role, or

Have access to a suitable work environment for assessment

This qualification supports roles such as:

Contaminated land remediation manager

Environmental compliance officer

Waste treatment and site remediation supervisor

It is suitable for both new and experienced professionals who require recognised competence to operate legally under UK regulations.

Progression opportunities include:

Level 4 Certificate in Waste & Resource Management

Higher-risk hazardous waste treatment qualifications (e.g., HROC6)

What Happens After Completion?

To continue acting as a recognised TCM, learners must pass the Continuing Competence test every two years.
