About this Qualification

This qualification forms part of the CIWM Operator Competence Scheme and ensures compliance with:

England and Wales, under the Environmental Permitting Regulations

Northern Ireland, under the Waste Management Licensing (Amendment) Regulations 2015

It applies to permitted activities involving:

Storage of Waste Electrical and Electronic Equipment (WEEE)

Dry scrap metal recycling

In-house storage of non-hazardous waste

Who is it for?

This qualification is suitable for:

Technically Competent Managers (TCMs)

Waste sector consultants

Site managers and supervisors

Staff responsible for low-risk waste transfer or storage activities

It aligns with the Standard Rules Permit SR2021No11.

How Is the Qualification Delivered?

Assessment is completed in the workplace, using a structured portfolio of evidence.
This enables learners to demonstrate competence based on real day-to-day operations.

What Does the Qualification Cover?

To achieve LROC1, learners complete four mandatory units:

OCS01 – Maintain health and safety in the waste and resource management industry

OCS02 – Manage the environmental impact of work activities

OCS06 – Control work activities on a waste management facility

OCS24 – Manage transfer and disposal from non-hazardous waste transfer and recovery operations

These units ensure competence in safety management, environmental protection, operational control and compliant handling of non-hazardous waste.

Entry Requirements

This is an open-entry qualification, meaning no previous awards or experience are required.
Learners must simply:

Be employed in a suitable operational role, or

Have access to an appropriate workplace environment

Because assessment is workplace-based, site access is essential.

Achieving LROC1 is ideal for individuals who:

Manage or supervise waste storage and transfer operations

Need to demonstrate competence for environmental permitting requirements

Want to progress into higher-level CIWM qualifications

What Happens After Completion?

Learners acting as the recognised TCM must take the Continuing Competence test every two years to demonstrate up-to-date knowledge.
(Northern Ireland requirements may vary.)


Many learners also progress to CIWM membership, gaining access to CPD resources, industry insights and professional recognition.
