The CIWM (WAMITAB) Level 4 Medium Risk Operator Competence qualification is designed for technically competent managers responsible for ensuring that non-hazardous waste facilities operate safely, legally, and in full compliance with environmental regulations. It provides the knowledge, skills, and evidence required to demonstrate competence under the Environmental Permitting Regulations in England and Wales, and the Waste Management Licensing Regulations in Northern Ireland.

This qualification supports professionals working across a wide range of non-hazardous treatment, transfer, and resource recovery operations, helping them maintain operational standards and meet regulatory requirements with confidence.

Who is this Qualification for?

This Level 4 Medium Risk award is ideal for:

Technically Competent Managers (TCMs)

Consultants working within waste and resource management

Site managers and supervisors responsible for non-hazardous operations

Individuals operating under Standard Rules permits including SR2008, SR2010, SR2011, SR2012, SR2015 and SR2024 (England & Wales), as detailed in the qualification specification

It is suitable for both new and experienced personnel who need to demonstrate competence for a permitted waste facility.

What Does the Qualification Cover?

To achieve the Level 4 Medium Risk Operator Competence award, learners must complete six mandatory units, covering:

Maintaining health and safety in waste and resource management (OCS01)

Managing the environmental impact of work activities (OCS02)

Managing the movement, sorting, and storage of waste (OCS05)

Managing the reception of non-hazardous waste (OCS12)

Managing transfer and disposal from non-hazardous treatment and recovery operations (OCS20)

Managing site operations for the treatment of non-hazardous waste (OCS28)

These units ensure that managers can demonstrate robust operational control, legal compliance, and safe working practices across a range of medium-risk site activities. (Full unit list referenced from page 2 of the document

How Is the Qualification Delivered?

Assessment is carried out on your site, through a portfolio of evidence collected during normal day-to-day activities. This allows candidates to demonstrate competence in a real operational environment without disruption to normal duties.

There are no formal entry requirements, but learners must be employed in a suitable role or have access to the working environment to gather evidence of competence.

Entry Requirements

This qualification is open entry. Learners do not need any prior qualifications, but they must be employed in a suitable operational role or have access to a working hazardous landfill environment, as assessment is carried out on the job.

This qualification demonstrates competence for a wide range of non-hazardous site categories including:

Non-hazardous transfer with treatment

Treatment of land for reclamation or improvement

Treatment of non-hazardous wood waste for recovery

Mobile plant for land treatment

Use of non-hazardous waste to manufacture timber or construction products

Material recovery facilities

Metal recovery sites handling wet scrap

Other non-hazardous mobile treatment facilities

What Happens After Completion?

Once you achieve your Level 4 Operator Competence qualification, you must complete a Continuing Competence test every two years to remain recognised as the Technically Competent Manager for a permitted waste facility
