About this Qualification

This Medium Risk Level 4 qualification forms part of the CIWM Operator Competence Scheme and is designed for individuals responsible for ensuring compliance under:

England and Wales, under the Environmental Permitting Regulations

Northern Ireland, under the Waste Management Licensing (Amendment) Regulations 2015

It applies to sites managing:

Storage and transfer of electrical insulating oil

Storage and transfer of catalytic converters

Storage and transfer of hazardous wastes included in SR2022No4 and SR2022No5 (England only, excluding asbestos)

Who is it for?

This qualification is suitable for:

Technically Competent Managers (TCMs)

Waste sector managers and supervisors

Environmental and compliance consultants

Relevant Standard Rules permits include:

  • SR2012No15 (Wales)

  • SR2012No15, SR2022No4 (when combined with MROC1), and SR2022No5 (when combined with MROC1) (England)

Note:

  • If storing asbestos under SR2022No4 → MROC1 + HROC4a required

  • If storing asbestos under SR2022No5 → HROC4a required

How Is the Qualification Delivered?

Assessment is completed in the workplace using a structured portfolio of evidence.
Learners demonstrate competence through real operational activity, ensuring minimal disruption while maintaining regulatory accuracy.

What Does the Qualification Cover?

Learners must complete six mandatory units, covering operational, safety and compliance requirements:

OCS01 – Maintain health and safety in the waste and resource management industry

OCS02 – Manage the environmental impact of work activities

OCS05 – Manage the movement, sorting and storage of waste

OCS06 – Control work activities on a waste management facility

OCS11 – Manage the reception of hazardous waste

OCS22 – Manage transfer and disposal from hazardous waste transfer and recovery operations

These units ensure competence across safety, environmental protection, reception, handling, and compliant transfer of hazardous waste.

Entry Requirements

This is an open-entry qualification, meaning no prior learning is required.
Learners must simply:

Be employed in a suitable operational role, or

Have access to an active site for gathering workplace evidence

Because assessment is workplace-based, site access is essential.

This qualification supports progression into roles such as:

Hazardous waste TCM

Hazardous waste transfer station manager

Site supervisor or team leader

Environmental compliance officer

It is suitable for both new and experienced operators needing recognised competence in hazardous waste operations across England, Wales and Northern Ireland.

CIWM Level 4 High Risk Operator Competence (HROC4a)

CIWM Level 4 High Risk Operator Competence for Physical & Chemical Treatment (HROC6)

What Happens After Completion?

Learners acting as the recognised TCM must take the Continuing Competence test every two years to demonstrate up-to-date knowledge.
(Northern Ireland requirements may vary.)


Many learners also progress to CIWM membership, gaining access to CPD resources, industry insights and professional recognition.
