This award is designed for organisations handling in-house storage, transfer or recovery of inert materials, including construction, demolition and excavation waste.

About this Qualification

The LROC3 qualification forms part of the CIWM Operator Competence Scheme and ensures compliance with:

England and Wales, under the Environmental Permitting Regulations

Northern Ireland, under the Waste Management Licensing (Amendment) Regulations 2015

It applies to the permitted management of:

In-house storage of inert waste

Inert waste transfer operations

Non-hazardous transfer of construction, demolition and excavation (CD&E) waste (England only)

Standard Rules permits include:

  • SR2008No10 and SR2009No5 (Wales only)

  • SR2022No3 (England only)

Technically Competent Managers (TCMs)

Waste and environmental consultants

Professionals overseeing inert storage or transfer facilities

It is suitable for both new and experienced individuals needing to demonstrate competence for low-risk inert waste operations across England, Wales and Northern Ireland.

How Is the Qualification Delivered?

Assessment is conducted on the job, through a structured portfolio of evidence.
Learners demonstrate competence based on real workplace activity, ensuring minimal disruption while maintaining regulatory accuracy.

What Does the Qualification Cover?

To complete LROC3, learners must achieve four mandatory units:

OCS01 – Maintain health and safety in the waste and resource management industry

OCS02 – Manage the environmental impact of work activities

OCS06 – Control work activities on a waste management facility

OCS26 – Manage transfer and disposal from inert waste transfer and recovery operations

These units equip learners with the skills to maintain safe operations, manage environmental impacts and control site processes effectively.

Entry Requirements

This is an open-entry qualification, meaning no previous awards or experience are required.
Learners must simply:

Be employed in a suitable operational role, or

Have access to an appropriate workplace environment

Because assessment is workplace-based, site access is essential.

What Happens After Completion?

Learners acting as the recognised TCM must take the Continuing Competence test every two years to demonstrate up-to-date knowledge.
