About this Qualification

This qualification sits within the CIWM Operator Competence Scheme and demonstrates that the learner is competent to manage permitted open windrow composting operations in:

England and Wales under the Environmental Permitting Regulations

Northern Ireland under the Waste Management Licensing (Amendment) Regulations 2015

It applies specifically to composting in open windrows, covering the full operational process from waste reception through to treatment, monitoring and compliant disposal.

Who is it for?

This qualification is ideal for:

Technically Competent Managers (TCMs)

Site managers and supervisors

Waste and resource management consultants

It aligns with Standard Rules permits: SR2021 No1, No2, and No5, as listed on page 1 of the document.

How Is the Qualification Delivered?

Assessment is carried out on the job, through a portfolio of evidence gathered during routine work activities at your composting site.

This method allows learners to demonstrate genuine competence without having to leave their operational role.

What Does the Qualification Cover?

To complete this Level 4 Medium Risk qualification, learners must achieve six mandatory units:

OCS01 – Maintain health and safety in the waste and resource management industry

OCS02 – Manage the environmental impact of work activities

OCS05 – Manage the movement, sorting and storage of waste

OCS12 – Manage the reception of non-hazardous waste

OCS30 – Manage site operations for the biological open windrow composting of non-hazardous waste

OCS61 – Manage transfer and disposal from open windrow composting operations

These units ensure complete operational coverage — from health and safety, environmental controls and waste handling, through to treatment processes and compliant disposal.

Entry Requirements

This is an open-entry qualification, meaning no previous qualifications are required.
However, learners must:

Be employed in a suitable operational role, or

Have access to a working composting environment to gather real workplace evidence.

Career Progression

This qualification is suitable for individuals managing or supervising:

Composting operations

Biological treatment processes

Waste and resource management activities requiring formal competence

It provides the recognised competence required to act as a TCM for open windrow composting sites in the UK.

What Happens After Completion?

To remain recognised as a Technically Competent Manager, candidates must complete the Continuing Competence test every two years.(Northern Ireland arrangements remain under review.)
