This qualification forms part of the CIWM Operator Competence Scheme and provides formal recognition that a learner can competently manage permitted open inert landfill sites within:

England and Wales under the Environmental Permitting Regulations

Northern Ireland under the Waste Management Licensing (Amendment) Regulations 2015

It specifically applies to open inert landfill operations, including the reception, management and disposal of inert waste to land.

Who is it for?

This qualification is ideal for individuals who are responsible for operational control at inert landfill facilities, including:

Technically Competent Managers (TCMs)

Waste management consultants

Site managers and supervisors

No Standard Rules permit number is specified for this activity, making it applicable across a range of bespoke permitted sites.

How Is the Qualification Delivered?

Assessment is completed entirely on the job through a structured portfolio of evidence, enabling learners to demonstrate competence through real workplace activities.

This approach keeps disruption to daily operations to a minimum while ensuring competence is assessed in practice, not just theory.

What Does the Qualification Cover?

Learners must complete five mandatory units, covering all core operational responsibilities:

OCS01 – Maintain health and safety in the waste and resource management industry

OCS02 – Manage the environmental impact of work activities

OCS05 – Manage the movement, sorting and storage of waste

OCS13 – Manage the reception of inert waste

OCS35 – Manage disposal operations of inert waste to land

Learners must then choose one optional unit:

Restore and prepare landfill sites for aftercare (OCS42)

Develop restoration and aftercare schemes for inert landfill (OCCS45)

Prepare landfill sites for the acceptance of inert waste (OCS48)

These units ensure competence from initial waste acceptance through to final disposal and post-closure restoration.

Entry Requirements

This is an open-entry qualification, meaning no previous qualifications are required.
However, learners must:

Be employed in a suitable operational role, or

Have access to a live inert landfill environment for evidence gathering

Career Opportunities

This qualification supports professionals who require evidence of competence when managing:

Inert landfill operations

Inert waste reception and handling

Site restoration and aftercare

Upon completion, learners may progress to related CIWM Level 4 or Level 5 qualifications depending on their role and experience.

What Happens After Completion?

To continue acting as a TCM, candidates must pass the Continuing Competence test every two years, demonstrating their knowledge remains up-to-date.
