CIWM (WAMITAB) Level 4 Medium Risk Operator Competence for Anaerobic Digestion (MROC5)

This recognised competence award ensures site managers have the technical knowledge and practical skills required to operate AD plants safely, efficiently and in full compliance with environmental legislation.

About this Qualification

This qualification forms part of the CIWM Operator Competence Scheme and demonstrates that a learner is competent to manage permitted AD facilities in:

England and Wales under the Environmental Permitting Regulations

Northern Ireland under the Waste Management Licensing (Amendment) Regulations 2015

It applies to both Anaerobic digestion facilities producing biogas and On-farm digestion facilities using biogas for energy generation

Who is it for?

This Level 4 Medium Risk award is suitable for:

Technically Competent Managers (TCMs)

Site managers and supervisors

Waste and resource management consultants

It is suitable for those operating under Standard Rules permits including:
SR2012 No11, SR2021 No6, No7, No10, No8, No9 and SR2023 No1.

How Is the Qualification Delivered?

Assessment is completed entirely in the workplace through a portfolio of evidence.
Learners demonstrate their competence through real operations such as:

Waste acceptance and feedstock reception

Process control and plant monitoring

Biogas management

Digestate handling and disposal

What Does the Qualification Cover?

Learners must complete six mandatory units, covering every core aspect of AD facility management:

OCS01 – Maintain health and safety in the waste and resource management industry

OCS02 – Manage the environmental impact of work activities

OCS05 – Manage the movement, sorting and storage of waste

OCS12 – Manage the reception of non-hazardous waste

OCS32 – Manage site operations for anaerobic digestion of non-hazardous waste

OCS63 – Manage transfer and disposal from AD operations

These units reflect the full operational lifecycle of an AD facility—from feedstock handling to energy generation and digestate management.

Entry Requirements

This is an open-entry qualification, meaning no previous qualifications are required.
However, learners must:

Be employed in a suitable operational role, or

Have access to a working AD facility for workplace assessment

Career Opportunities

This qualification is ideal for individuals working in or progressing into roles such as:

Anaerobic digestion plant manager

Biogas production supervisor

Waste treatment and resource recovery manager

Environmental or compliance officer in the AD sector

It provides the recognised competence required to act as a TCM at AD facilities in the UK.

What Happens After Completion?

To maintain TCM status, candidates must complete the Continuing Competence test every two years, ensuring their knowledge remains current.
(Northern Ireland may have separate arrangements.)

Learners may also join CIWM for access to industry guidance, professional development and sector insights.
