This recognised qualification demonstrates that learners have the technical competence to operate permitted waste facilities safely, effectively and in full compliance with UK environmental legislation.

About this Qualification

This qualification forms part of the CIWM Operator Competence Scheme and confirms that learners can competently manage:

Mobile plant for land spreading (land treatment resulting in benefit)

Mobile plant for land spreading of sewage sludge

Non-hazardous sludge treatment (biological, chemical and physical)

It applies across England, Wales and Northern Ireland under the respective environmental permitting frameworks.

Who is it for?

This qualification is ideal for:

Technically Competent Managers (TCMs)

Waste management consultants

Site managers and supervisors

It also applies to organisations operating under Standard Rules permits:
SR2010No4 and SR2010No6.

How Is the Qualification Delivered?

Assessment is completed in the workplace through a portfolio of evidence, allowing learners to demonstrate competence through real operational activity without leaving the site.

What Does the Qualification Cover?

Learners must complete five mandatory units, which cover the full operational scope of sludge management and land spreading:

OCS01 – Maintain health and safety in the waste and resource management industry

OCS02 – Manage the environmental impact of work activities

OCS05 – Manage the movement, sorting and storage of waste

OCS6 – Control work activities on a waste management facility

OCS12 – Manage the reception of non-hazardous waste

Learners then choose one optional unit:

Manage transfer and disposal from non-hazardous treatment and recovery operations (OCS20)

Manage transfer and disposal from biological treatment operations (OCS60)

Entry Requirements

This qualification is open entry.
Learners do not require previous qualifications, but must:

Be employed in a suitable operational role, or

Have access to a real working environment

Sludge treatment processes

Biological, chemical and physical non-hazardous waste treatment

Land spreading operations with environmental benefit

It is suitable for both new and experienced operators who need to demonstrate competence for regulatory compliance.

Higher-level CIWM Operator Competence awards

Site-specific or waste-stream-specific Level 4 qualifications

CIWM membership and CPD opportunities

What Happens After Completion?

To remain recognised as a TCM, learners must pass a Continuing Competence test every two years.

Learners may also join CIWM for access to CPD, industry resources and professional recognition.
