This qualification forms part of the CIWM Operator Competence Scheme. It demonstrates that learners are competent to manage permitted waste facilities across England, Wales and Northern Ireland, ensuring compliance with:

England and Wales under the Environmental Permitting Regulations

Northern Ireland under the Waste Management Licensing (Amendment) Regulations 2015

It applies specifically to single waste stream open inert landfill operations.

Who is it for?

This qualification is ideal for individuals responsible for the management of permitted inert landfill activities, including:

Technically Competent Managers (TCMs)

Waste management consultants

Site managers and supervisors

No Standard Rules permit number is assigned to this activity, making it applicable across bespoke inert landfill operations.

How Is the Qualification Delivered?

Assessment is completed on the job through a structured portfolio of evidence, allowing learners to demonstrate their competence through real workplace activities without leaving the site.

What Does the Qualification Cover?

Learners must complete five mandatory units, covering all core operational responsibilities:

OCS01 – Maintain health and safety in the waste and resource management industry

OCS02 – Manage the environmental impact of work activities

OCS16 – Manage the reception of inert waste on a single waste stream site

OCS18 – Manage the movement, sorting and storage of waste on single waste stream sites

OCS38 – Manage disposal operations of inert waste to landfill on a single waste stream site

Learners then select one optional unit suited to the site’s operational needs:

Restore and prepare landfill sites for aftercare (OCS42)

Develop restoration and aftercare schemes for inert landfill (OCCS45)

Prepare landfill sites for the acceptance of inert waste (OCS48)

These units ensure competence from initial waste acceptance through to final disposal and post-closure restoration.

Entry Requirements

This is an open-entry qualification, meaning no previous qualifications are required.
However, learners must:

Be employed in a suitable operational role, or

Have access to a live inert landfill environment for evidence gathering

Inert landfill operations

Inert waste reception and handling

Site restoration and aftercare

Learners may progress to:

MROC7 (Open Inert Landfill)

HROC1 or HROC2 for higher-risk landfill operations

CIWM Level 4 Certificate in Waste and Resource Management

What Happens After Completion?

To continue acting as a TCM, candidates must pass the Continuing Competence test every two years, demonstrating their knowledge remains up-to-date.
