About this Qualification

This Medium Risk Level 4 qualification forms part of the CIWM Operator Competence Scheme. It ensures that learners can competently manage permitted HWRC activities under:

England and Wales, under the Environmental Permitting Regulations

Northern Ireland, under the Waste Management Licensing (Amendment) Regulations 2015

It applies specifically to sites dealing with:

Household Waste Recycling Centres

Civic Amenity (CA) Sites

Who is it for?

This qualification is ideal for:

Technically Competent Managers (TCMs)

Household Waste Recycling Centre managers

Civic Amenity site supervisors

Waste management consultants

It is suitable for operators working under Standard Rules permits:

  • SR2008No12, SR2008No13, SR2015No19, SR2015No20 (Wales)

  • SR2022No6 (England)

How Is the Qualification Delivered?

Assessment is completed in the workplace using a portfolio of evidence.
Learners demonstrate real operational competence in areas such as:

Site safety

Waste reception and classification

Public interaction and site supervision

Environmental protection measures

What Does the Qualification Cover?

Mandatory Units (All Learners Complete)

Learners complete five core units:

OCS01 – Maintain health and safety in the waste and resource management industry

OCS02 – Manage the environmental impact of work activities

OCS05 – Manage the movement, sorting and storage of waste

OCS06 – Control work activities on a waste management facility

OCS17 –Manage the reception of waste on a Household Waste Recycling Centre

Optional Units (Choose One – Depends on Permit Type)

OCS40 – Manage the transfer of recovered waste from a hazardous waste facility

OCS41 – Manage the transfer of recovered waste from a non-hazardous waste facility

These options accommodate both the hazardous and non-hazardous HWRC pathways (MROC14a and MROC14b).

Entry Requirements

This is an open-entry qualification, meaning no prior learning is required.
Learners must simply:

Be employed in a suitable operational role, or

Have access to an active HWRC or CA site for evidence gathering

Because assessment is workplace-based, site access is essential.

What Happens After Completion?

Learners acting as the recognised TCM must take the Continuing Competence test every two years to demonstrate up-to-date knowledge.
