England and Wales, under the Environmental Permitting Regulations

Northern Ireland, under the Waste Management Licensing (Amendment) Regulations 2015

It applies specifically to sites dealing with:

Non-hazardous waste transfer without treatment

Technically Competent Managers (TCMs)

It is also applicable to operators working under the following Standard Rules permits:

How Is the Qualification Delivered?

What Does the Qualification Cover?

Learners must complete six mandatory units covering the full scope of non-hazardous waste transfer:

OCS01 – Maintain health and safety in the waste and resource management industry

OCS02 – Manage the environmental impact of work activities

OCS5 – Manage the movement, sorting and storage of waste

OCS12 – Manage the reception of non-hazardous waste

OCS24 – Manage transfer and disposal from non-hazardous waste transfer and recovery operations

OCS64 – Manage site operations for the transfer of waste

Entry Requirements

This is an open-entry qualification, meaning no prior learning is required.
Learners must simply:

Be employed in a suitable operational role, or

Have access to a real working environment for evidence collection

This qualification supports roles such as:

Manage non-hazardous waste transfer operations

Oversee compliance on permitted waste sites

Work in supervisory or management roles within waste and resource management

What Happens After Completion?

To continue acting as a recognised TCM, learners must pass the Continuing Competence test every two years.
