About this Qualification

This qualification forms part of the CIWM Operator Competence Scheme and demonstrates a learner’s ability to manage permitted waste facilities in:

England and Wales, under the Environmental Permitting Regulations

Northern Ireland, under the Waste Management Licensing (Amendment) Regulations 2015

Non-hazardous sludge treatment (biological, chemical and physical)

It applies specifically to sites dealing with:

Deposit in lagoons of non-hazardous dredgings from waterways

Storage and treatment of dredgings for recovery

Who is it for?

This qualification is ideal for:

Technically Competent Managers (TCMs)

Waste management consultants

Site managers and supervisors

It is also relevant for operators working under the Standard Rules Permit SR2010No18 in England and Wales.

How Is the Qualification Delivered?

Assessment is completed in the workplace through a portfolio of evidence.
Learners demonstrate their skills through real operational tasks, ensuring the qualification reflects practical, day-to-day site activities.

What Does the Qualification Cover?

Mandatory Units

Learners complete five core units, covering technical and operational requirements for dredgings management:

OCS01 – Maintain health and safety in the waste and resource management industry

OCS02 – Manage the environmental impact of work activities

OCS15 – Manage the reception of non-hazardous waste on a single waste stream site

OCS18 – Manage the movement, sorting and storage of waste on single waste stream sites

OCS37 – Manage disposal operations of non-hazardous waste to land on a single waste stream site

Optional Units (Choose One)

Learners choose one of the following specialist areas:

Restore and prepare landfill sites for aftercare (OCS42)

Develop restoration and aftercare schemes for non-hazardous landfill sites (OCS44)

Prepare landfill sites for the acceptance of non-hazardous waste (OCS47)

Entry Requirements

This qualification is open entry.
Learners do not require previous qualifications, but must:

Be employed in a suitable operational role, or

Have access to a real working environment for evidence collection

This qualification supports roles such as:

Dredging operations manager

Lagoon and waterway waste supervisor

Waste treatment and recovery officer

It is ideal for individuals needing to demonstrate formal competence to regulators across England, Wales and Northern Ireland.

What Happens After Completion?

To continue acting as a recognised TCM, learners must pass the Continuing Competence test every two years.
