A Certificate of Technical Competence (COTC) is the traditional industry term associated with demonstrating that an individual has the knowledge and competence required to manage certain waste management operations.
The terminology has changed over time.
The current CIWM (WAMITAB) Operator Competence Scheme replaced the previous technical competence system requiring a CoTC. However, COTC remains widely used throughout the waste industry by site operators, managers and employers when referring to technical competence qualifications.

How Do I Get A COTC Qualification?
The route to demonstrating technical competence depends on the type of facility you manage.
1. Identify the waste activity you are responsible for
Your qualification needs to relate to the activity being undertaken at the permitted facility.
2. Determine the appropriate competence route
CIWM (WAMITAB) Operator Competence qualifications are available for different facility types and risk categories. QSP can help you determine which qualification is appropriate before you register.
3. Register for the relevant qualification
Once the correct route has been identified, QSP Training can register you for the appropriate CIWM (WAMITAB) Operator Competence qualification.
4. Complete workplace assessment
Many Operator Competence qualifications are assessed in the workplace. Candidates build a portfolio of evidence demonstrating that they can carry out the required activities competently in a real working environment. Your QSP assessor will support you throughout the assessment process.
5. Achieve your Operator Competence qualification
Once you have successfully demonstrated the required competencies, you will receive the appropriate CIWM (WAMITAB) qualification for your activity.
6. Maintain your Continuing Competence
Achieving your initial qualification is not the end of the process. Technically competent people operating under the CIWM (WAMITAB) scheme must keep their knowledge up to date and complete the required Continuing Competence assessment every two years.

Is COTC The Same As WAMITAB?
Not exactly, although the terms are often used together.
WAMITAB originally stood for the Waste Management Industry Training and Advisory Board and became widely associated with waste management competency qualifications.
COTC stands for Certificate of Technical Competence.
Today, qualifications historically referred to as WAMITAB qualifications are delivered under CIWM, the Chartered Institution of Wastes Management, and you will commonly see the terminology written as CIWM (WAMITAB).

Is COTC The Same As Operator Competence?
COTC is the older terminology, while Operator Competence reflects the current approved competence scheme.
The CIWM (WAMITAB) Operator Competence Scheme replaced the previous requirement to obtain a Certificate of Technical Competence under the former system.
However, COTC remains such a widely recognised term within waste management that employers and site operators continue to use it when referring to technical competence.
If somebody tells you that you need a "COTC", they are therefore often referring to the need to achieve or demonstrate the appropriate technical competence for a waste facility.

What is A WAMITAB Level 4 COTC?
"WAMITAB Level 4 COTC" is another commonly used industry phrase.
Level 4 Operator Competence qualifications are designed for waste management professionals who need to demonstrate competence in managing particular types of permitted waste facility.
The exact qualification is important.
For example, somebody responsible for a hazardous waste transfer facility may require a different qualification from somebody managing an anaerobic digestion facility, recycling centre or non-hazardous waste treatment operation.

COTC Continuing Competence
Technically Competent Managers operating under the CIWM (WAMITAB) scheme need to demonstrate that their knowledge remains current.
This is known as Continuing Competence.
The Continuing Competence assessment helps ensure technically competent people remain up to date with areas such as:
